This is not Peeta-related, but I just wanted to make sure everybody understand this.

Those of you who were shocked when Katniss voted 'Yes' for the 76th Hunger Games.

After Snow is tried and found guilty, he tells Katniss that the final assault that killed Prim was ordered by President Coin, not the Capitol. At first, Katniss does not want to believe in what Snow said.
However, when she is called to the meeting to vote for the 76th Hunger Games, Katniss has been given the final proof that Coin was just as bad as Snow and that she was willing to sacrifice innocent children in order to gain control of their world.
Katniss remembers a conversation with Snow in which they promised not to lie to each other. She realizes that Snow has been telling the truth.

She needed to prove her loyalty to Coin if she wanted to live, so she lied and said that she wanted the games to continue. This meant that she would earn a little bit of trust from Coin, which would give her the chance to get close to Coin and kill her, which she does.

Katniss knew that continuing the games would never be what Prim would want.

But voting 'Yes' would allow her to kill Coin, which would stop the Hunger Games from continuing, which was what Prim would've wanted.

So she says. "I vote yes... For Prim."

Questions on Haymitch's vote:
Haymitch understands what Katniss is planning. As others have noted, he answers, "I'm with the Mockingjay," not "I agree with Katniss." He recognizes that Katniss is again playing a role, presenting herself as something she isn't and doesn't want to be for the sake of her own revolution, but this time it's her own, a revolt not just against Snow but against the tyranny he stood for, a tyranny now equally personified in Coin. Just as Snow tried to break Katniss via Peeta, Coin tried to break Katniss through Prim. Ironically, she came closer to succeeding than Snow but, even more ironically, with her Yes vote, Katniss fights back.
